I saw some of this activity... Vehicles being picked up on the prongs of a forklift then being carted off, bouncing up and down on the uneven roads, to a waiting  truck...

I couldn't help but wonder how much damage was being done to the floor pans / under-carriages of some of these vehicles...

Information about the risk of liquefaction in Christchurch has been widely available for many years now.

Here's a link to a publication (possibly "the map" you are referring to) on the Regional Council's website...

Additionally, information about the potential risk of liquefaction (with a categorization of low, medium or high) has been included on LIMs (Land Information Memorandum) issued by the Christchurch City Council for nearly 10 years now.

This might be worth a watch to explain a bit more on the scientific understanding of earthquakes... This particular lecture isn't quite as good as some of his more recent ones but it's pretty good nevertheless.
