Triple encryption buys you nothing more. It's the length of the key that matters. Longer is better of course. If you encrypt multiple times with the same length key it's the same as encrypting once with a different key (of the same length) for purpose of cracking the key.

You could safely download/upload at the library using a thumbdrive and store on an offline HD using strong encryption. Then you are safe as long as your key is safe.
The encryption needs to be hard enough so that the worlds fastest computers could not break it in a couple of decades. Theoretically the only unbreakable key is as long as the data being protected and is called a "one time pad".

You can store files using megaupload, rapidshare , evilshare, etc. If you do it at the library there is no way to trace it back to you. If you don't share the links no one has access to it but you. But then you are stuck with hiding the file names some where safe.
