The Pitchey way of fixing this, get his name, goto the cops, file a willful damage report.

The Lias way of fixing this, If he's young, find his family, turn up with a car load of likely looking lads, politely tell his mother that her son owes you gentlemen some money, and you'd prefer it was settled quietly, but you're quite willing to do very bad things to him if he doesn't pay up. If he's older, has a girlfriend, kids, visits like that can work too.
You'd be amazed how fast people sort their shit out when you turn up announced at their home when only the wife and kids are there. Mothers are good too, once had a lady write me a cheque on the spot to keep her sons kneecaps intact.
