I totally agree that EQC has underperformed - but I don't think anyone could have expected them to do any better than they have been. If FEMA could fuck up Katrina like that, it doesn't exactly bode well for us.

Yes they could have done a better job, but it's naive to think mistakes of this nature were not going to be made - this is the nature of an untested bureaucracy.
EQC have fucked up exactly as anyone should have expected - it's difficult to accept the idea that blame cannot be appropriated, but I ask to whom to you appropriate blame - and what good does it do?
Should former EQC managers and directors be accountable, or perhaps former Ministers of Civil Defence, is it cabinet's fault? etc

Moving forward,
Yes a focus must be to drive EQC in the appropriate direction - and quickly - but you've got to walk before you can run, and I'm sure that as time progresses so too will the rate of improvement of EQC's systems and services will increase.

There's enough pressure on EQC to perform, the only place to direct your frustrations is Central Government who hold the power to implement change at a real level.
