Legacy Server: Essentials Buy/Sell no items?

I'm not sure but it doesn't seem like the item list has been configured and I can't buy or sell. I just have a constant paycheck coming in and nothing to spend it on.

I'd like to buy some metal foundations, walls, floors etc so I can research them, as they don't seem to be dropping.
